New appointments in Sistema-Hals

MOSCOW, RUSSIA - 17 February, 2010 - Sistema-Hals (LSE, MICEX, RTS: HALS), a major Russian real estate company announces key personnel appointments in the Company. Andrei Skvortsov has been appointed the First Vice President - Director of the Finance Department, and Evgeny Borkin - the Vice President for Strategy and Development of OJSC Sistema-Hals.

Andrei Skvortsov was born in 1974 in Moscow. He graduated from the faculty of economics of the Lomonosov Moscow State University. In 1996-2007 Mr. Skvortsov worked for Rosno insurance company, holding positions of the Deputy Chief of the Fund Department, Deputy Finance Director, Deputy General Director for Finance. In 2007-2010 he was Chief Vice President of the Finance Department of VTB Bank.

Evgeny Borkin was born in 1969 in the city of Mirny, Arkhangelsk region. He graduated from Pushkin High School of Military Engineering and Construction as a civil engineer. In 1998-2007 he worked for Russian office of Bovis Land Lease starting as a Project Manager and then promoted to the Executive Manager, and the General Director. In 2007-2009 he was Managing Director of Basic Element Company. In 2009 Mr. Borkin held office as Managing Director of OJSC Glavstroy.
